Abstract
This study aims to describe the implementation of e-government through the
Building Management Information System (SIMBG) in the Building Approval
(PBG) and Certificate of Functional Worthiness (SLF) services at the Public Works
and Spatial Planning Agency of Jember Regency. This study uses a qualitative
approach with a descriptive research type. The research informants consist of the
Head of the Creative Works Division, the Building and Residential Area Manager
as First Expert, the Construction Services Supervisor as First Expert, and SIMBG
users. Data were collected through interviews, observation, and documentation,
then analyzed using an interactive analysis model that includes data collection,
data condensation, data presentation, and drawing conclusions. The results show
that the implementation of SIMBG in PBG and SLF services in Jember Regency has
been running, but is not yet fully optimal. Supporting factors for implementation
include clarity of standards and policy objectives, the ability of the apparatus to
adapt to digital systems, positive attitudes and commitments of implementers, good
coordination between implementers, and policy support in the form of institutional
changes and exemption from PBG levies for Low-Income Communities (MBR).
Meanwhile, factors hindering implementation include limited human resources, the
lack of ongoing formal training, technical disruptions to the SIMBG system,
changes to the Organizational Structure and Work Procedures (SOTK), suboptimal
public outreach, and poor public understanding of the requirements for submitting
PBG and SLF applications. Overall, SIMBG implementation in Jember Regency
still requires strengthening resources, increasing outreach, and ongoing
organizational adjustments to support service effectiveness.
