Sugar cane farmers are the producers of raw materials for sugar cane-based sugar mill. The
number of sugar cane mill spread in the sugar cane farmer’s environment makes them free to
choose a sugar cane mill to grind the sugar cane from their crops. To facilitate the supply of
sugar cane from farmers the Sugar Cane Mill cooperates with sugar cane farmers, one of the
ways is by partnership system. This study aims to determine the pattern of partnership and
trust that formed on the partnership contract between sugar cane farmer and sugar cane mill
and the farmer satisfaction level on the quality of sugar cane mill service in PTPN X area. The
determination of the study area used purposive method, by deliberately choosing three sugar
cane mills in PTPN X (PG. Gempolkrep, PG Pesantren Baru and PG Ngadirejo). The research
method used analytical descriptive approach with the help of questionnaire. The data obtained
were analyzed using the Customer Satisfaction Index (CSI) method. The results of the study
show that the partnership pattern carried out by farmers and sugar mills is a subcontractors
pattern and general trading pattern. Farmers’ trust in establishing partnerships is based on the
existence of asymmetric information owned by farmers so that sugar cane farmers tend to look
for sugar cane mill that is the closest to their sugar cane farming location. On the other hand,
the Sugar Cane Mill also provides a lot of convenience in accessing information and assistance
on cultivation to farmers. The satisfaction level of sugar cane farmers on the quality of sugar
factory service that were above 90 percent indicates that sugar cane farmers are very satisfi ed
with the partnership that has been established with the Sugar Cane Mill in PTPN X. In order
to maintain the continuity of partnership between sugar mills and sugarcane farmers in the
following years, it is necessary to revitalize the partnership and government intervention in
strengthening the conducive institution at the local level so as to create an ideal and mutually
benefi cial partnership pattern.
