dc.description.abstract | The implementation of good governance paradigm is important on Government
System and State Administration System of the Republic of Indonesia (SANRI). It is not
loosely linked good governance with decentralization and democracy, it implies to the
realization of a democratic, transparent, and accountable local government administration.
The emergence of various global and domestic issues, has implications for the
increasing public demand for democratic, transparent and accountable public
administration manifested in the excellent service, ie faster, better, and cheaper services.
Increasing public demand, both from civil society and the private sector (the market) as
stakeholders in the management of public goods, private goods and mixed goods, is
affecting the change of orientation, roles, and functions as well as the position of
chairmans as provider of public services. Public services that are transparent, democratic,
accountable, effective, efficient, non-discriminatory and comply with applicable law,
become an indicator of the ability of public administration to meet public expectations
based on good governance principles. It can be identified by discussing about, First, Public
Demands Applied on Good Governance. Second, the Good Governance Paradigm. Third,
Indicators and Characteristics of Good Governance. Fourth, Regional Autonomy provides
the Opportunity for Local Government Close to the Community.
Referring to the various opinions and issues and problems of good governance
post-reformation, those are the strong signs of the importance of applying good governance
paradigm on public administration system as an effort to realize the democratic,
transparent and accountable local government administration. Therefore, the application of
good governance paradigm in realizing them in the Reform Era and the Era of Regional
Autonomy is an important and interesting case to be discussed. | en_US |
