impacting the achievement of the objective of increasing the resources students are less than optimal,
2) the government's partiality in the management and development of Vocational High School is not
optimal, it is reflected in the unavailability of macro policy in the form of
management and development of Vocational High School. The micro policy undertaken by the
relevant agencies is also not optimal and professional in implementation, it is reflected from the
inability of the education office to innovate in the guidance of Vocational High School.
