dc.description.abstractacademic activity in elementary school is a daily social activity. The activity is a part of nation building to support modern Indonesian culture. How ever there are a lot of gaps. The gap can be reduced if teachers do pedagogical manipulation in the class. Pedagogical manipulations are started from instructional design. The goal of this research is to identify teacher competence in developing the instructional design. Method of the research is quantitative approach. The data analyze using descriptive statistics. Result of the research shows that: (1) The teachers competence in developing instructional design are good; (2) The teachers activity in developing instructional design are based on teachers intuition, not based on scientific research and theory; (3) The teachers have lack of understanding on philosophy, basic theory and procedure to develop instructional design.en_US
