The research is a qualitative descriptive study procedure: observe,
describe, express problem, conclusions. Observations made at the parking area
around the Alun-Alun Jember. Subjects in this study is the boss of illegal parking,
illegal parking henchmen, parking attendants authorized, the parking sector and
additional informants ie visitors who park their vehicles in the parking area around
the Alun-Alun Jember. Data obtained from the proceeds of the interview. Methods of
data collection using observation, interviews and documentation. Analysis of the
data used is descriptive qualitative covers the roles and functions of patron and
client, the client‟s social interaction between actors patron parking. The result of this
study indicate that the patron and client roles and functions of patron and client
caused the social interaction of conflict and harmonization. In the social interaction
that occurs between patron and client there is reciprocity in the form of investments
and rewards. Benefits granted in the form of payment for parking to park the boss,
the boss parking invest by providing protection to men. The second social interaction
occurs between thugs with illegal parking attendants. Illegal parking attendants
reward in the form of payments for parking. Parking sector and official parking
attendants also experience social interaction. Official parking attendants parking
sector to compensate for a security deposit, the park provides investment sector in
the form of improved security in the parking zones around the Alun-Alun Jember.
