The embargo imposed by the United States in 1999 caused Indonesia's defense capabilities to decline. At that time, Indonesia's air defense strength was weakening, especially in the defense equipment section of fighter aircraft. This incident forced Indonesia to collaborate on defense equipment with other countries that were not vulnerable to embargoes. There are 3 countries that are alternative choices for Indonesia, namely South Korea, Sweden and Russia. With these considerations in mind, Indonesia chose South Korea as a defense equipment cooperation partner in developing fighter aircraft. The considerations carried out contained the reasons why Indonesia chose South Korea. The author attempts to analyze these reasons using the rational actor model by Allison T. Graham. There are 4 indicators in the rational actor model, namely goals and objectives, alternatives, consequences, and choice. These indicators are used to describe the advantages and disadvantages of each alternative option that Indonesia has. Therefore, South Korea has many advantages and few disadvantages, when compared to Russia and Sweden.
