dc.description.abstract | In 2016, Jember Regency was the largest rice production center in East
Java, but there were still many rice farmers who were not empowered. In 2017,
Jember Regency became one of the pilot projects of the Agromaritim Hulu Hilir
Agriculture Program held by East Java Province. The purpose of this study is
to describe the empowerment model of rice farmers by PEMDA as a function
of empowerment. The research approach uses a qualitative approach. The
technique of determining the informant using purposive sampling technique.
The results showed that the model of empowerment of rice farmers carried out
by the local government of Jember in the Agromaritim Upstream Program in
the Field of Agriculture was a partnership empowerment model. Stakeholders
in this program include the government of East Java Province, the Office
of Food and Horticulture Plants, Institute for Agricultural Technology
Assessment, East Java Bank, Jasindo Insurance, GAPOKTAN Mitra Tani Sejati
and Farmers. All stakeholders have different functions and roles in the success
of the Agromaritim Upstream Downstream Agriculture Program. The results
of the study show that the evaluation of the Agromaritim Upstream Program
in Agriculture in 2018 is that this program is still experiencing problems in
