Abstract

The drainage channel improvement project at the access road to Juanda Airport, Sidoarjo Regency, faced delays and potential cost inefficiencies due to technical and social disturbances, such as public resistance and underground cable obstacles. These issues caused discrepancies between the planned schedule and actual project realization. This study aims to determine the optimal project completion time and cost using the Critical Path Method (CPM), as well as to identify the critical path that affects the overall project duration. Based on the CPM analysis, the project can be completed in 28 weeks, which is 6 weeks faster than the actual implementation duration of 34 weeks. Furthermore, the estimated cost based on the critical path was Rp9,273,693,456, significantly lower than the actual project expenditure of Rp10,948,048,615, indicating potential cost savings of around 15.3%. The analysis also identified two alternative critical paths, with the second path—comprising 13 sequential key activities—chosen for its slightly higher cost efficiency and equal duration. The findings highlight the importance of using structured scheduling methods like CPM in construction project management to enhance time efficiency and cost control, especially in identifying and managing critical activities that directly impact project success.
