Abstract
This study aims to identify the factors that hinder the Indonesian government in
addressing cyber trafficking experienced by Indonesian citizens (WNI) to Cambodia.
The research employs a qualitative method, using documentation techniques to
collect data from scientific sources such as previous studies, journal articles, and
official reports from international organizations and government institutions. The
collected data are then analyzed by categorizing them in order to obtain relevant
information for drawing conclusions regarding the government’s obstacles in
handling cyber trafficking cases. The results of the study reveal that the
government’s challenges in tackling cyber trafficking involving Indonesian citizens
to Cambodia stem from several factors: weak regulations governing cybercrime in
Indonesia, the implementation of the cybersecurity team has not yet been fully
optimized, the national cybersecurity strategy continues to adopt a predominantly
reactive approach ineffective public awareness campaigns, an underdeveloped
cybersecurity industry, lack of coordination among government agencies, and
limited cooperation between Indonesia and Cambodia. These factors contribute to
the overall weakness of cybersecurity in Indonesia, which is then exploited by
Transnational Organized Crime to carry out crimes such as cyber trafficking.
