Abstract
South Korea's dependence on energy imports, exceeding 90%, poses significant
strategic challenges. This makes South Korea vulnerable to price fluctuations and
geopolitical threats. This thesis analyzes South Korea's energy policy from 2017 to
2022 in the context of energy security challenges, particularly under the Moon
Jae-In administration. Using a qualitative case study approach, this research
utilizes secondary data to explore the interaction of political, economic, and
environmental factors that influence energy strategy. The findings demonstrate the
application of rational choice Theory and the Energy Security Concept, which
encompasses four key dimensions of Energy Security: availability, accessibility,
affordability, and acceptability, in South Korea's energy security policy. Policies
such as Renewable Energy 3020 can strive to increase energy supply
(Availability) and be acceptable to the South Korean people (Acceptability). While
the Third Energy Master Plan 2019 in energy efficiency innovation can increase
energy affordability for the public in terms of cost (affordability). Furthermore,
diversification of energy sources increases energy accessibility and reduces the
risk of geopolitical instability (accessibility). This study emphasizes the
importance of rational decision-making in developing adaptive energy policies
and contributes to discussions in international relations on energy security and
policy-making for energy-dependent countries.
