Abstract
This study discusses the cooperation between Armenia and UNHCR in handling the
refugee crisis in Armenia due to the Nagorno-Karabakh conflict that occurred in
September 2023, which was analyzed using the concepts of human security and
refugees. The wave of refugees that caused the refugee crisis in Armenia due to the
Nagorno-Karabakh territorial dispute in September 2023 brought in 101,848
refugees. Armenia continued to accept these refugees even though at that time,
Armenia's economy was experiencing slow growth. Armenia's GDP growth in 2023
declined to 8.3%, while Armenia's GDP in 2022 was 12.6%. In addition, Armenia
has signed and ratified the 1951 Convention relating to the Status of Refugees and
the 1967 Protocol, the 1954 Convention relating to the Status of Stateless Persons,
the 1961 Convention on the Reduction of Statelessness, and Armenia has also
adopted a law on refugees and asylum. Thus, Armenia has an obligation to provide
protection and handle the refugee crisis resulting from the Nagorno-Karabakh
conflict in Armenia since the arrival of waves of refugees in late September 2023
until February 2025 by cooperating with UNHCR in handling the refugee crisis in
Armenia. This study aims to analyze the efforts used in implementing cooperation
between Armenia and UNHCR to address the Nagorno-Karabakh conflict refugee
crisis in Armenia from 2023 to 2025. The research method used is qualitative
research with descriptive analysis techniques and a literature study of secondary
data. The results of the study show that the cooperation between Armenia and
UNHCR in handling the Nagorno-Karabakh conflict refugee crisis in Armenia has
led to the establishment of a program called The Armenia Refugee Response
Plans/RRP, which carries out emergency identification and registration processes,
determines refugee status by Armenia, and provides direct assistance to refugees
from the Nagorno-Karabakh conflict. With the implementation of this cooperation,
as of February 2025, the Nagorno-Karabakh conflict refugees who were forcibly
displaced to Armenia in 2023 have begun to be handled properly
