Abstract

This study aims to analyze the development of a tourism village based on the Community Based Tourism (CBT) approach in Tamansari Village, Banyuwangi Regency. The research is motivated by the increasing importance of sustainable tourism development that emphasizes community empowerment and active community participation. Despite Banyuwangi’s considerable tourism potential, several challenges persist, including declining tourist visits, uneven community participation, limited human resource capacity, and suboptimal stakeholder collaboration. This study employs a qualitative method with a case study approach, with data collected through in-depth interviews, observation, and documentation involving village officials, tourism managers (BUMDes), local communities, and tourism actors. The data were analyzed using the Miles and Huberman interactive model. The findings indicate that the implementation of Community Based Tourism (CBT) in Tamansari Village has positively contributed to tourism village development, particularly through community empowerment reflected in the growth of local economic activities such as homestays, culinary enterprises, and tour guide services, supported by training programs. Furthermore, collaboration among stakeholders has strengthened development efforts. However, challenges remain, particularly the unequal distribution of community participation, dependency on external stakeholders, and limited infrastructure. In conclusion, CBT plays a crucial role in promoting sustainable tourism through community empowerment and participation, supported by improved capacity and stakeholder synergy.
