Abstract
Physical and Economic Readiness Of The Juanda Airport–Gubeng Station
Railway Development Plan: The construction of the Surabaya airport railway,
which has been included in the Surabaya City Spatial Plan (RTRW) and the National. Railway Master Plan (RIPNAS) since 2011, has not yet been implemented. According to the Detailed Engineering Design, the strategic construction plan is located along the A.Yani road for a distance of 20 km. This study utilizes. Geographic Information Systems (GIS) to assess physical readiness in accordance with Ministerial Regulation No. 60 of 2012. Based on these technical requirements, five out of seven physical standard criteria were analyzed, including soil type, soil stability, soil bearing capacity, soil subsidence, and groundwater level, through a scoring system. Data processing was conducted by mapping physical aspects (morphology, rainfall, slope, gradient, and land capability units) using ArcGIS 10.8. The purpose of this assessment is to contribute to on-site development studies. The soil type present is Gleysol and does not fall under organic soil. For the Land Capability Units (LCU), slope stability—derived from elevation data, gradient,
rainfall, landslide susceptibility, morphology, morphological LCU, and workability LCU—yielded results indicating high slope stability. The land carrying capacity assessment, derived from the combined evaluation of nine criteria (morphology, ease of construction, slope stability, foundation stability, water availability, drainage, erosion, waste, and natural disasters), yielded a high carrying capacity result that also meets technical requirements. The assessment of land subsidence, comparing DEM data from 2011 and 2018, indicates a subsidence of 0.065 cm, which is considered safe as it falls below the tolerance limit of <10 cm. An assessment of the groundwater level indicates that there are five river points directly adjacent to the planned railway line; these five points serve as sampling points for groundwater level calculations using the HAND (Height Above Nearest Drainage) method, and it was found that two points do not meet the requirements because the distance between the groundwater level and the nearest soil layer is ≤75 cm. Regarding groundwater levels that do not yet meet railway technical requirements, special treatment can be performed in accordance with the minimum distance limits. The economic analysis yielded an average willingness-to-pay figure of Rp 45,590, which aligns with the planned fare range of Rp 41,000–Rp 45,000.The WTP value was derived based on community recommendations, taking into accountvarying income levels and travel frequencies.
