Abstract

Information system fragmentation in Jember Regency, particularly within the Department of Food Crops, Horticulture, and Plantation (DTPHP), poses challenges to effective data-driven decision making. Data on commodity production, planting areas, harvest yields, as well as food distribution and price information are still managed separately using Microsoft Excel and informal communication through WhatsApp without integration across work units or institutions. This condition leads to data redundancy, inconsistent information flows, and limited system development due to the absence of an integrated Enterprise Architecture (EA). This study aims to design an Enterprise Architecture for an Integrated Food Information System in Jember Regency using the Zachman Framework and to determine system requirement priorities using the Fuzzy Analytical Hierarchy Process (FAHP) method. The research applies a mixed methods approach, starting with a qualitative stage through Focus Group Discussions (FGD) and observations to construct the Zachman Framework matrix, followed by a quantitative stage through a pairwise comparison survey based on expert judgments. The results produce an architectural blueprint consisting of data architecture with five main domains, application architecture with nine integrated modules, and technology architecture based on a three-tier architecture using ReactJS, Laravel, MySQL/PostgreSQL, and on-premise hosting. Based on FAHP results using three main criteria—user needs, user benefits, and ease of use—the Document Completeness and Validity Checking feature obtained the highest priority with a global weight of 0.2035 (20.35%). These results provide implementation priority recommendations for developing an integrated food information system in Jember Regency.
