Abstract
Ranupani Tourism Village is a developing tourism destination located in Lumajang
Regency, specifically within the Bromo Tengger Semeru National Park (TNBTS)
area, with strong potential in both natural and cultural tourism. However, the current
condition of tourism components and their management still require significant
improvement. This study aims to formulate development strategies using Delphi
analysis, SWOT, and IFAS-EFAS. Data were collected through observation,
interviews, and questionnaires involving stakeholders, tourists, and the Ranupani
Village community. The results indicate that 14 indicators from the 4A tourism
components (Attractions, Amenities, Accessibility, and Ancillary Services)
significantly influence village development. Tourists assessed several components
as being in poor condition and expressed the need for additional facilities and
services. Community participation is relatively high, particularly in contributing
ideas, labor, and time; however, it remains weak in terms of supervision and
independent development efforts. The most appropriate development strategy based
on SWOT analysis is to leverage strengths and opportunities (S-O), including
promotion through social media, enhancement of tourism facilities, optimization of
accessibility, institutional synergy, community empowerment, and attraction
innovation. This study recommends the formulation of a well-integrated strategic
implementation plan to ensure the sustainable development of Ranupani Tourism
Village. Without a properly formulated development strategy, Lumajang Regency
risks losing one of its greatest tourism assets.
