Pengembangan Cagar Budaya pada Kecamatan Banyuwangi dengan Konsep Heritage Tourism

Abstract

Banyuwangi District has a significant concentration of cultural heritage buildings, most of which are poorly maintained, potentially diminishing the city's historical identity if not properly managed as a heritage tourism destination. This study aims to identify the existence of cultural heritage and heritage tourism components, analyze their potential level, and formulate a development strategy for the cultural heritage area based on heritage tourism in Banyuwangi District. The study employed a mixed-methods approach, with data collected through field observation, interviews, questionnaires, and literature review, then analyzed using qualitative descriptive analysis, scoring analysis, and SOAR (Strength, Opportunity, Aspiration, Result) analysis. The results show that the area has seven tangible cultural heritage objects and two intangible cultural products, namely the Jazz Patrol Kawitan Music Festival and the Petik Laut Tradition of Kampung Mandar. Based on the scoring analysis, the overall potential level of heritage tourism falls into the moderate category, with the cultural product component obtaining the highest score and the tourism product component the lowest, due to the absence of a structured travel pattern, heritage trail, and visit duration arrangement. The SOAR analysis produced six development strategies, including strengthening heritage area integration, developing heritage-based tourist attractions, strengthening the local tourism-based economy, strengthening stakeholder synergy and policy, developing supporting tourism facilities and services, and strengthening the image and promotion of the heritage area.
