KAJIAN EKONOMI INFRASTRUKTUR PELABUHAN PANARUKAN KABUPATEN SITUBONDO SEBAGAI REALISASI OTONOMI DAERAH
Abstract
The development of Infrastructure which is done by local government as a
process where local government have authority in planning regional development by
optimizing it’s human resources. It is important to do because economy in region
concept can be growing fast if it’s supported by good infrastructure.
Indonesia is the biggest archypelago country in the world. It consist of 17.504
islands, and now remainded 17.480 islands after Ligitan and Sipadan are not being
the island of Indonesia. Situbondo, which is located in East Java has good potential
sector to developed sea area especially is sea transportation sector such as ship and
operational system inside port. One of several the port located in Situbondo is
Panarukan Port. And it is also Panarukan Port is one of seven regional port in East
Java which is done recovery also improving the operational of port with to develop
infrastructure port.
The type of this research is descriptive. To know the effectiveness of
infrastructure development in Panarukan Port needs to study deeper and it can be
seen from the growth rate, trend analisys, and SWOT analisys.
The growth rate of Panarukan Port income since 2001 until 2010
experiencing
go up and down percentage. The growth rate of income experienced highest value in
2006
up to 27%. It is contrast with percentage of growth rate income at 2007
wich is
down to -38%. The percentage of income growth rate in 2007

is the most lowest for
over ten years ago. At last, port income growth rate percentage have experience
appresiation in this 2 years after down, at year 2009 and 2010 the value of growth
rate is 14% and 7%.
The value of Panarukan Port income trend have been descended since year
2001 until 2010. The equality trend is y = 2.996.508,33 - 1.422.608,233 X. Line of
trend have definition of value a = 2.996.508,33 is constanta or trend value of
elementary period. The value b = -1,422.608.233 is slope there is additional trend on
annual and X is period time and year wich is stated in code. So, the direction to
expanded of Panarukan Port income can be seen with the value of b or slope have
negative value wich mean port income have been decreasing from year to year but
do not have significant of trend line.
Panarukan Port on SWOT analisys is on position of growth concentration
horizontal. Be based on IFAS matrix with score 2,43 and EFAS matrix with score
2,83. If it is drawn on general electric matrix it is found that position cell V top right.
The position is refers to Panarukan Port stay on growth strategy.
By seeing the 3 analisys above, there is dislocation assumption developing of
infrastructure is right, but because Panarukan Port was doing process of recovery, this
being the important consideration which have to be done by local government and
company to planning in the future.
