dc.description.abstract | This research aimed to describe the implementation of Reading Culture development
program and Library Supervision in District of Banyuwangi, Banyuwangi Regency in
2013. The research used a qualitative approach with descriptive research type, that is, a
research aimed to explore what is available in the field. Informants in the research were
divided into two types, namely key informants and supporting informants. Key informants
were determined by purposive sampling, while supporting informants were determined by
snowball sampling. Data were collected by interview, documentation, and literature. The
research used interactive data analysis proposed by Miles and Huberman. The results
showed that the implementation of Reading Culture development program and Library
Supervision in District of Banyuwangi, Banyuwangi Regency in 2013 had not been going
well or had not been properly implemented because the implementation was not known by
many people and only went for approximately three months. The guideline for the
implementation of the program was Letter of Assigment of Head of Banyuwangi District
Number: 010/616/429.501/2013. To support this program, the government of District of
Banyuwangi provided 2 cars operating alternately on Monday through Friday at the
appointed places, and each place gained the schedule of three-time visit in a week from
12:00 p.m. to 3:00 p.m. This program should have been implemented in all villages in
District of Banyuwangi; however, because of the limited time and personnel and minimum
accommodation, then the mobile library program was conducted only in the administrative
villages located in the downtown of Banyuwangi, that is, Administrative Villages of
