dc.description.abstractJember is become the famous area which produces major tobacco of Indonesia. In 2011, there were 24.616 tobacco farmers whom spread in 24 districts of 31 districts in Jember. The land area of tobacco reached 10.009 hectares and the production amounted to 6.130 ton. Relating to the history factor, Jember local government makes tobacco leaves as one emblem image area. This has been considered as absence causes of the impact of tobacco control efforts in Jember . However, the results of a recent study said that the life quality of tobacco farmers in Jember less as it relates to aspects of the physical environment (climate) and social (trade system which is considered detrimental to the tobacco farmers) as well as the psychological aspects of the pros and cons among tobacco control policies. It takes a role from an independent side, likes college, to establish the cooperation by participating with government to creates a conducive environment that is not harmful for tobacco farmers which in related to the implementation of tobacco control policies. This study is a descriptive research with policy analysis approach, using the theory of Policy Analysis Triangle by Buse et al (2005). The results showed that the government policy in Jember Regent Decree number 188.45/243.1/012/2013 about Forum Health District in Jember years 2013-2018, may provide a positive impact on life quality life of society in Jember, including tobacco farmers. Judging from context, this policy supports the WHO FCTC global commitments stipulated in international law after 40 countries ratified it, the law number 32 of 2004 on Regional Government, law number 36 years 2009 on health, as well as some regulatory supports. In terms of content includes the government's commitment to the healthy development of the district comprising 9 orders. In a healthy district policy formation process, it was initiated by the local government cooperation forum by Jember University in the form of a dialogue, then they organizes seminars and socialization of policy in Jember Health Forum (Forjes) . While the actors which involved in policy making healthy district representatives from the government, private sector, NGOs, professional organizations and universities. District policy is to be the beginning of healthy tobacco control policies due to one order of a society that is healthy and self-contained anti- tobacco program requirements.en_US
