The landuse changing is a complex problem as the process relates to the natural and human factors. In common cases, the changes lead to the negative results (critical landuse). This study aims to identify the critical landuse of Sampean watershed by a Free Open Source (FOS) GIS Integrated Land Water Information System (ILWIS) and Landsat 8 image. The analysis has been made on the identification of critical landuse and its influences to the magnitude of occurred flood disaster. The results showed that within the period of 2003 to 2013 the 61.7 % of Sampean watershed area was majority categorized as of potentially critical landuse while the others are moderate (13.3%), critical (1.5%), very critical (0.6%) and 22.9% in the category of non-critical landuse. These categorized levels have mostly been affected by the land management, land productivity and land cover. The efforts to land improvements should be focused to the third factoren_US
