The Dutch colonial government adopted a concervative policy because it was economically profitable. The success was inseparable from the role of regent as traditional ruler having the ability to control rural communities. A sfhift from a concervative policy to liberal one did not change the conditions of the inhabitants and the role of regents was kept to support the success of the system. Their socio-economic position did not change although they became part of the colonial administration and subject to control and restricton.en_US
