dc.description.abstractFunctional literacy program is one of programs to overcome illiteracy problem. The program is divided into two stages, that is, elimination stage through basic literacy program and maintenance stage by independent literacy program. One of regions in Jember Regency in which functional literacy program has been implemented is Mojogemi Village. It is necessary to conduct a structured and deep evaluation on policy in order that the results of the program can be valid and scientifically accountable. The research applied descriptive, qualitative type, and the data were collected by in-depth interview, observation and documentation. Method of analysis used was interactive model which consisted of four activity steps, that is, data collection, data reduction, data presentation, and conclusion withdrawing.en_US
