Determination of some streets as Traffic Orderly Area (KTL) is expected to reduce the
number of accidents occurred in Jember City. Accident data mentioned ± 28% crash in the
Jember City exactly happened in the KTL. The purpose of this study was to determine the
effectiveness of treatment programs, to minimize the number of accidents in the most
vulnerable road accidents (blacksite) KTL of Jember City. Result analysis of the number of
accidents during 2006-2009 shows that blacksite in KTL of Jember City located on Jl.
Gadjahmada. Effectiveness of the handling of accidents in Jl. Gadjahmada provide maximum
results in the period when handling (2008) and after treatment (2009). Chi-square test results
during treatment (2008) and after treatment (2009) obtained a χ2 count value = 5.20 while the
χ2 table value = 3.84146 with degrees of freedom (db ) = 1 and 95% confidence level (α =
5%), which meaning is in the interpretation can be accepted. Given the χ2 count value is
greater than the χ2 table value then there is a significant decrease in the number of accidents
in Jl. Gadjahmada (blacksite) during treatment and after treatment. From K-test during and
after treatment showed the value of K = 0.44 which means there is a real decrease in accidents
(0.44 <1) with 56% effectiveness of treatment. Thus the handling of accidents in Jl.
Gadjahmada (blacksite) is quite effective in suppressing the rate of accidents on these roads.
