    Abstract
    Floods be c ome the most c omm on thread natur e and the most harmful , both o f them impac t to the humanitar ian and e c onomic s. One of the e ff ort to minimiz e ne gati v e impac t of fl ood s by spat ial map of disa ster ris k index of fl oods, w hich c an be used for planni ng or Early w arni ng Sy stem . Ge og raphi c Info rmati o n Sy stem w as a me thod that c an be used to map t he v ulnerabil it y of fl ood in e v e ry dist rict in East J av a w it h a short ti me T his re se arch aims spat ial map of fl ood ris k index in East J av a using GI S. T his re se arch is a d e sc ript ive study using se c ondary data from Data dan Infor masi Be nc ana Indon e sia (D IB I ) in East J av a since 1908 2012. Populat ion w as c atast rophi c data include data on the numbe r of i nc idents of fl ooding, the impac t, t he populat ion de nsit y data for e ac h dist rict in Ea st J av a from 1908 2012. T he r e sult show e d that in ge n e ral dist rict area in Ea st J av a dominated by the m e dium c lass of v ulnerabil it y ( 48.48 % ) from 33 dist rict area w hich e v e r fl ooding an d suff e r loss e s due to fl ood. T he high and lo w c lass approx imately 6.06% and 45.45 % .the high c lass c ov e rs the dist rict o f P asuruan and Sit ubondo. From thi s re se arch, w e k now that disas ter manage me nt for BPBD based on the disas ter ris k . lev e l su c h a s high v ulnerabil it y lev e l c an b e d one w it h improv e me nt on w ateri ng inf rast ruct ure , formi n g the disas ter re sponse, and opti mize plan k onti jensi, the v ulnerabil it y of be ing by incre asing mainte nanc e of w atering inf rast ructure s and also improv e ac ti v it i e s pre prosperous c alam it y and the v ulnerabil it y of low w it h rais e se c urit y disas ter be in the form prog ram or ac ti v it ies pre prosperous disas ter to k e e p possi bil it y terjadi ny any a larg e r impac t.
