Abstract

Community Empowerment National Program-Rural Autonomy on 2008 is a strategy that is undertaken by government in the framework of effort to cope with the poverty. The strategy of government is to develop a new social innovation about formulation and implementation of a poverty prevention program. The new social innovation applied by the government is a type of institutional development perspective. The aim of this study is to analyze and describe institutional development of Community Empowerment National Program-Rural Autonomy on 2008 and also compare it with framework of the Milton J. Esman pattern. This study was taken at Karangpring Village, Sub-district of Sukorambi, Jember Regency on March up to April 2008. The researcher was directly involved in each activity and stayed together with the Karangpring villagers. This study was only made to the step of concept excavation in some villages because of having limited time and energy. This study required variety of data in the form of primary and secondary data. It was obtained by some informants and all activities connected to PNPM-PM. They were having a conference to socialize the program, recruiting some agents and making the step of concept excavation. This study was undertaken by using some devices and technique of data collection such as a profound interview, observation, and collecting data from non human sources. All the data were obtained and then analyzed by using interactive way that is stated by Miles and Huberman.
