KEPUTUSAN PRESIDEN GEORGE WALKER BUSH MENERAPKAN RENDITION PASCA SERANGAN 11 SEPTEMBER 2001 (THE PRESIDENT GEORGE WALKER BUSH’S DECREE APPLYING RENDITION IN THE POST SEPTEMBER 11, 2001 ATTACK)
Abstract
Rendition is an enhance interrogation technique using torture. This technique
is illegal but it is believed to be the most effective tool to gain information from the
tortured subjects. Since September 11 attack by Al-Qaeda under George Walker Bush
administration, rendition has been practiced intensively. This operation is conducted
by the Central Intelligent Agency (CIA) as a mandatory given by President Bush.
Rendition is practiced by kidnapping terrorist suspects and fly them to the CIA’s
secret prisons in third-party states outside the United States. President Bush chose to
use rendition because he realized that the US needs a better security system to protect
the country. Rendition is the answer to have a better homeland security because its
nature is to prevent terrorists from doing their actions that could potentially harm the
US national security and interests. In spite of his recognition that this practice is
somewhat extrajudicial, President Bush believed that it was the most effective way to
meet his targets. President Bush utilized rendition because there is a real threat from
terrorist organizations all over the world that could attack the US. There is also
demand from public that the US must have a better security system. President Bush’s
other reason to apply rendition was because of his background; in that he tends to
create some extreme policies such as rendition. He was also supported by the
opinions of some international relations analysts who introduced the idea of Clash of
Civilization that triggered the preemptive policies.
