dc.description.abstractegional development is generally focused on economic development through the efforts of economic growth. But sometimes, a dilemma between emphasizing economic growth and reduce income inequality. High growth does not have a guarantee that the imbalance will be low income. This study will test Kuznets hypotheses about the relationship between economic growth and regional disparities in the area of Ek karesidenan Besuki -east of Java before and after implementation of fiscal decentralization in Indonesia. Rate of economic growth in the area of Eks-karesidenan Besuki -east java before and after fiscal decentralization during 1996-2010 are not much different. Williamson index used to measure the imbalance of income. research suggests that imbalances in Ekkareisdenan Development Zone East Java Besuki of 0.258729002. this shows that the inter-district economic development in the ex-District of Besuki evenly. by tipology Klassen, Jember relatively high growth but low income and Bondowoso is low income but high income. Situbondo is low but is high growth and Banyuwangi income and high growth. Kuznets' hypothesis is effective in the Development in the area of Ek karesidenan Besuki -east of Javaen_US
