dc.description.abstractPublic Green Open Space (GOS) plays an important role in supporting ecological functions, improving environmental quality, and enhancing the quality of life in urban areas. This study aims to identify the existing condition of public GOS, evaluate its conformity with the Green Open Space provisions outlined in the Jember Regency Spatial Plan (RTRW) 2015–2035, and formulate development recommendations for public GOS in the Urban Area of Jember Regency. The study employed a mixed-method approach by combining spatial analysis using Geographic Information Systems (GIS), descriptive analysis, and SWOT analysis. The results identified 116 public GOS locations covering a total area of 671,095.92 m², consisting of city parks, district parks, urban village parks, neighborhood parks, and public cemeteries. The distribution of public GOS is concentrated in Kaliwates District and parts of Sumbersari District. The analysis revealed that all city parks and district parks have not yet met the minimum area standards specified in the Regulation of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) No. 14 of 2022, while public cemeteries have fulfilled the minimum land requirement quantitatively. Network Analysis showed that 68.40% of residential areas are served by public GOS, whereas 31.60% remain outside the service coverage. In addition, a comparison with the RTRW indicated that 17 of the 21 planned public GOS have been identified in existing conditions, while four planned public GOS have not yet been identified. The SWOT analysis indicates that public GOS development is supported by regional policies, existing public GOS, and government-owned land assets but is constrained by limited land availability, uneven service distribution, and the failure of several public GOS to meet minimum area standards. Therefore, future development should focus on improving the quality of existing public GOS, expanding services to underserved residential areas, implementing the planned public GOS in the RTRW, and strengthening collaboration among stakeholders to establish a more equitable and sustainable public green open space system.
