Implementasi Feminist Foreign Policy di Meksiko Tahun 2020-2024

Abstract

Gender equality is a key aspect of international relations. Today, many countries are beginning to adopt feminist-based foreign policies with the aim of promoting gender equality. One such country is Mexico, through its Feminist Foreign Policy. Mexico adopted this policy in 2020, becoming the first country in Latin America and the only developing country to do so. During the 2020–2024 implementation period, Mexico ranked third among countries with the best Feminist Foreign Policies (FFP) in the world. This study employs a qualitative method with descriptive analysis. The results of this study indicate that Mexico’s implementation of FFP has been aligned with liberal feminism, as the policy’s five pillars focus on supporting rights and equality, bureaucratic reform, and women’s participation. Furthermore, this study found that the implementation does not yet fully align with the 3R (Rights, Representation, and Resources) indicators of Feminist Foreign Policy. Under the 3R framework, the implementation of FFP in Mexico meets only the “right” (implementation of the first and fifth pillars) and “representation” (implementation of the second, third, and fourth pillars) indicators; however, it does not meet the “resources” indicator due to Mexico’s status as a developing country, meaning that financial resources remain insufficient to support gender equality in other nations
