Abstract
The development of tourism villages is one of the strategies for rural development as mandated by Law Number 3 of 2024 concerning Villages. Ketapanrame Tourism Village is one of the villages in Mojokerto Regency that has successfully implemented tourism village development through cross-sector collaboration. This study aims to describe the process of collaborative governance in the development of Ketapanrame Tourism Village, Trawas District, Mojokerto Regency. The research employed a descriptive qualitative approach, with data collected through observation, interviews, and document analysis. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldana. The findings indicate that collaboration in the development of Ketapanrame Tourism Village involves the participation of government agencies, academics, the private sector, communities, and the media. The collaborative process has been implemented effectively, encompassing face-to-face dialogue, trust-building, commitment to the process, shared understanding, and intermediate outcomes, such as increased village-owned revenue (PADes), the creation of business opportunities through community empowerment, and the achievement of the 2023 ADWI Best Tourism Village Award. Nevertheless, challenges remain in enhancing community awareness as tourism stakeholders and improving service management.
