Abstract
The Jatim Puspa Program is an initiative of the Governor of East Java designed to improve the empowerment and economy of the community, especially women. This program focuses on beneficiaries who have graduated from the Family Hope Program (PKH) with the main goal of improving family economic welfare. The program's approach is to provide business capital in the form of goods or tools so that women can play an active role in increasing family income. This study uses a descriptive qualitative method with analysis based on the conceptual framework of empowerment, namely the dimensions of resources (resources), agency (ability to act), and achievements (achievements and results of empowerment) developed by Naila Kabeer. Research informants were determined through a purposive sampling technique including the Village Head, Head of Program Implementation, village facilitators, and female beneficiaries. The results show that in the resources dimension, the program has increased women's access to business capital, production equipment, training, ongoing mentoring, and information related to business development. In the agency dimension, an increase in women's abilities in managing business operations, making decisions related to economic strategies, developing product innovations, and expanding marketing networks was identified. Meanwhile, in the achievements dimension, the program has had a positive impact in the form of increased family income, sustainability of businesses, increased self confidence of women, and expansion of women's roles both within the family and society.
