Abstract
Coastal and small island management policies (PWP-3K) play an important
role in coastal and small island governance. This study aims to map dynamizations
in PWP-3K policy in Indonesia in the period 1960-2024. The concept of
Evolutionary Governance Theory is used to analyze changes in actors, institutions
through the evolutionary path of path dependence, interdependence path, and goal
dependence which are influenced by changes in knowledge and power. This
research analyzes 67 regulatory policies related to PWP-3K obtained from the
official government website. This research uses a qualitative method using a
content analysis approach. The results show that the dominance of knowledge
acquisition based on reflection on the past and present must be accompanied by a
discursive process of dialectical learning. Learning that only focuses on reflecting
on the past can limit adaptive capacity and diversity of perspectives in decision
making. Power dynamics in governance show a shift from centralized to
decentralized power. This gives greater authority to ministries and local
governments. On the other hand, institutional changes that are only limited to
nomenclature without substantial changes in structure and practice can hinder the
evolution of more effective governance. In general, the PWP-3K policy shows
changes towards adaptive governance. There is a polycentric system, participation
and collaboration, learning and innovation, as well as self-organization and
networking.
