Abstract
Unemployment remains a national issue occurring in various regions of Indonesia,
including Jember Regency. Jember Regency is one of the regions with a relatively
large labor force, which increased by 3.52 percent in 2025 compared to 2024. This
increase in the labor force was followed by a decrease in the open unemployment
rate by 0.16 percent, from 3.23 percent in 2024 to 3.07 percent in 2025. Based on
Regent Regulation of Jember Number 16 of 2023, the Department of Manpower of
Jember Regency has a role in implementing job placement as an effort to reduce
unemployment. This study aims to describe the role of the Department of Manpower
in job placement in Jember Regency. This study employs a qualitative approach
using primary and secondary data. Informants were selected through purposive
sampling, consisting of six key, main, and supporting informants. Data were
collected through observation, interviews, and documentation, and validated using
triangulation. Data analysis used the interactive model of Miles, Huberman, and
Saldana. The results show that the Department of Manpower of Jember Regency
has carried out three of its roles in job placement, namely as a dynamizer, facilitator,
and catalyst. The role as a dynamizer is implemented through career guidance
counseling for prospective job seekers in vocational high schools throughout
Jember Regency. The role as a facilitator is carried out through recruitment
facilitation, job fairs, job seeker card services through the E-KAPEKA application,
and dissemination of job vacancy information through social media. The role as a
catalyst is implemented through collaboration with the Special Job Exchange
Forum, and partnerships with companies through HRD communities. However, the
Department of Manpower of Jember Regency has not yet optimally performed its
role as a regulator, particularly in formulating and establishing specific regulations
governing job placement in Jember Regency.
