Abstract

This study aims to describe and analyze the governance of successful SRIKANDI application at the Department of Library and Archives of Jember Regency. SRIKANDI is part of the Electronic-Based Government System (SPBE) policy, which aims to improve effectiveness, efficiency, transparency, accountability, and government governance. This study employed a qualitative approach with a descriptive research method. Informants were selected using purposive and snowball sampling techniques, consisting of the Head of the Department, Operational Services Officer, Head of the Archives Division, Archivist, as well as internal staff and regional government agencies (OPDs) involved in the use of SRIKANDI. Data were collected through observation, semi-structured interviews, documentation, and literature review. Data validity was ensured through source triangulation and technique triangulation. Data analysis followed the interactive model, including data collection, data reduction, data display, and conclusion drawing. The findings indicate that the support element has been well established through clear regulatory frameworks and strong leadership commitment to the governance of archival management using SRIKANDI. However, the capacity element still faces several challenges, including limited budget allocation, technical disruptions caused by the national server, and the limited number and digital competencies of employees and OPD users. Meanwhile, the value element demonstrates that SRIKANDI has improved the efficiency of digital records management, although its utilization has not yet been evenly implemented across all regional government agencies. Based on these findings, several improvements are recommended, including the provision of a dedicated budget to support the operation and development of SRIKANDI governance, increasing the staffing capacity of the archives division according to organizational needs, and conducting regular and scheduled SRIKANDI technical training (BIMTEK) to enhance the digital competencies of employees and all OPD users in Jember Regency.
