Evaluasi Perencanaan, Pengadaan, dan Penyimpanan Obat di RSUD Pasirian Lumajang Tahun 2025

Abstract

Drug management is a crucial component in ensuring the quality of pharmaceutical services in hospitals. Inappropriate management may lead to various problems, including drug shortages, overstock, and dead stock. This study aimed to describe the profile of drug management activities and to evaluate their implementation at the Pharmacy Installation of RSUD Pasirian Lumajang in 2025 based on Pudjaningsih’s indicators (1996) and the guidelines of the Indonesian Ministry of Health (2021). This research employed a descriptive observational design with a retrospective approach. Data were collected through document review, direct observation, and interviews with pharmacy personnel. The evaluation focused on the planning, procurement, and storage stages of drug management. The results showed that drug management at RSUD Pasirian Lumajang was generally implemented in accordance with applicable procedures. Drug planning met the standard, with a budget percentage of 103.6% and no planning deviation. Procurement was conducted through the INAPROC version 6 system, with a low procurement frequency (<12 times/year), while the payment delay was 0%, with the payment due date carried out in accordance with the agreement between the hospital and distributors, set at three months from the issuance of the invoice. Drug storage applied a combination of First In First Out (FIFO) and First Expired First Out (FEFO) principles, supported by proper warehouse arrangement, achieving 100% conformity between physical stock and stock cards, although dead stock was still found in several drug categories. Overall, drug management was considered satisfactory; however, optimization in dead stock control is necessary to improve efficiency and inventory quality.
