Analisis Klasterisasi Potensi Pantai untuk Pengembangan Wisata Pantai Berbasis Tematik di Kabupaten Jember

Abstract

Coastal tourism in Jember Regency has diverse characteristics and tourism potentials that require different development approaches. These differences indicate that each beach should be developed according to its specific characteristics and competitive advantages. Therefore, this study aims to classify coastal tourism destinations in Jember Regency based on their tourism potential and to formulate thematic development strategies for each cluster. This research employed quantitative and qualitative approaches using Hierarchical Cluster Analysis (HCA), K-Means Cluster Analysis, Delphi Analysis, and SWOT Analysis. HCA and K-Means Cluster Analysis were used to classify beaches based on the similarity of tourism components, namely attraction, accessibility, amenities, and ancillary (4A). The Delphi method was applied to determine the appropriate tourism theme for each cluster based on expert consensus, while SWOT analysis was used to formulate development strategies. The results identified three clusters of coastal tourism potential. The first cluster, consisting of Papuma Beach, Watu Ulo Beach, and Cemara Beach, was interpreted as having high tourism potential with the theme of recreation and natural scenic tourism. The second cluster, consisting of Paseban Beach and Bandealit Beach, was categorized as having medium tourism potential with the theme of cultural and conservation tourism. Meanwhile, the third cluster, consisting of Canga'an Beach, was categorized as having low tourism potential with the theme of educational ecotourism. Based on the SWOT analysis, each cluster requires different development strategies according to its characteristics and thematic orientation. This study provides a thematic and cluster-based development framework that can support more focused and sustainable coastal tourism development in Jember Regency.
