| dc.description.abstract | Business–Information Technology (IT) alignment has become a key factor for organizations, including public institutions, in enhancing service performance and operational efficiency. The Department of Communication, Informatics, and Encryption (Diskominfosandi) of Banyuwangi Regency plays a vital role in supporting the implementation of the Electronic-Based Government System (SPBE) through IT infrastructure management, data integration, and public information services. However, challenges remain, such as the absence of formal operational standards, limited cross-division coordination, and lack of IT performance evaluation mechanisms. This study aims to assess the maturity level of business–IT strategic alignment at Diskominfosandi using Luftman’s Strategic Alignment Maturity Model (SAMM) and to propose improvement recommendations based on the findings. The research employed a descriptive quantitative approach using questionnaires distributed to 11 respondents from managerial and technical levels, complemented by interviews for validation. The instrument measured six SAMM dimensions: communication, competency/value measurement, governance, partnership, IT scope & architecture, and skills. The data were analyzed using a Likert scale, validity and reliability tests, and maturity score calculation. The results show that the overall maturity level of Diskominfosandi is at Level 3 (Established Process), with an average score of 3.73. The highest dimension was Partnership (4.30), while the lowest was Communication (3.24). Recommendations include strengthening formal communication mechanisms, enhancing governance and performance evaluation systems, and optimizing IT’s strategic role as a value enabler. In conclusion, Diskominfosandi has achieved a fairly good alignment maturity level but still requires improvements in communication, governance, and value measurement to progress toward Level 4 (Improved Process). | |
