Abstract
This study examines the historical development of Carnival on the River in Kejayan District, Pasuruan Regency, from 2010 to 2019 and analyzes its social and economic impacts on the local community. Carnival on the River is a cultural festival held on the Complong River, featuring decorated bamboo rafts and artistic performances that integrate local traditions, environmental awareness, and community creativity. Initiated in 2010 by Edy Santoso, the festival was originally designed as an educational activity to encourage students' creativity while preserving local cultural values. Over time, it evolved into a distinctive cultural event that has become an important part of the identity of Kejayan District. This research employs the historical method, consisting of heuristics, source criticism, interpretation, and historiography. A social science approach is applied to understand the dynamics of the festival's development and its influence on the surrounding community. Data were collected through archival research, documentation, literature review, and interviews with the founder, organizers, community members, and other relevant informants. The findings indicate that Carnival on the River experienced significant development during the period of 2010–2019 in terms of organization, participant involvement, thematic innovation, and public recognition. The festival transformed from a school-based initiative into a regional cultural attraction supported by local communities, educational institutions, government agencies, and various stakeholders. Its unique concept of utilizing the river as a performance venue has strengthened the cultural identity of Kejayan and promoted environmental conservation through artistic expression. Socially, the festival has enhanced community participation, strengthened social cohesion, encouraged collaboration among residents, and fostered a sense of local pride. Economically, it has generated additional income for local vendors and small businesses, stimulated creative economic activities, expanded employment opportunities during the festival period, and contributed to the development of cultural tourism in Pasuruan Regency. Therefore, Carnival on the River has become not only a medium for cultural preservation but also a strategic instrument for community empowerment and sustainable local development.
