Severe deterioration on the Lumajang–Jember Road, Balung–Kasiyan Section indicates that the existing pavement structure is no longer capable of providing adequate performance, thereby requiring a reconstruction-based road improvement plan. Pavement reconstruction planning must consider subgrade conditions and traffic loading as the primary parameters in determining an appropriate pavement structure. This study aims to design flexible and rigid pavement reconstruction structures based on the 2024 Pavement Design Manual (Manual Desain Perkerasan Jalan/MDPJ 2024). The research utilized primary data obtained from Dynamic Cone Penetrometer (DCP) testing to determine the California Bearing Ratio (CBR) and secondary data in the form of Average Daily Traffic (ADT) collected from the East Java Provincial Road and Bridge Management Unit (UPT Pengelolaan Jalan dan Jembatan). The analysis was carried out by determining the design parameters, calculating the design traffic loading, and designing the pavement structures in accordance with the provisions of MDPJ 2024. The results showed that the design CBR was 1.57%, indicating a soft subgrade condition that required subgrade improvement through replacement with 600 mm of selected fill. Based on a CESA5 value of 8.1 × 10⁶, the flexible pavement structure consisted of 40 mm AC-WC, 75 mm AC-BC Layer 1, 80 mm AC-BC Layer 2, 200 mm Cement Treated Base (CTB), 150 mm Class B Aggregate Base (LFA Class B), and 200 mm selected fill/Class C Aggregate Foundation (LFA Class C). Meanwhile, based on a JSKN value of 5.88 × 10⁷ and an effective CBR of 75%, the rigid pavement design adopted a Jointed Plain Concrete Pavement (JPCP) consisting of a 300 mm concrete slab, 150 mm Lean Mix Concrete (LMC), 200 mm Class A Aggregate Base (LFA Class A), and 200 mm coarse selected fill, with Ø38–300 Dowel bars (450 mm long) and D16-600 deformed Tie bars (700 mm long). The study concludes that subgrade conditions and traffic loading significantly influence pavement structural design based on MDPJ 2024. Flexible and rigid pavements produce different structural configurations due to their distinct load distribution mechanisms.
