Analisis Risiko Kecelakaan Kerja pada Aktivitas Produksi Karet Menggunakan Metode HIRARC (Studi Kasus Perumda Perkebunan Kahyangan Jember)

Abstract

Perumda Perkebunan Kahyangan Jember is a company engaged in crepe rubber processing, where various potential hazards are present throughout the production stages. The absence of systematic hazard identification, risk assessment, and risk control documents requires the implementation of the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. This study aimed to identify potential hazards, analyze occupational accident risk levels, and determine appropriate risk control recommendations in rubber production activities. The study employed a descriptive method with a quantitative approach. Data were collected through observations, interviews, documentation, and questionnaires distributed to 17 workers selected using purposive sampling. Hazard identification was conducted at the stages of raw material receiving and weighing, filtering, mixing and coagulation, milling, and drying. Risk assessment was based on likelihood and severity levels, which were processed using the Likelihood Index and Severity Index and subsequently classified according to a risk matrix. The results identified 25 potential hazards consisting of physical, chemical, biological, ergonomic, and psychological hazards. The risk levels consisted of 5 low, 15 moderate, 3 high, and 2 extreme risks. High-risk hazards included excessive manual load handling, exposure to formic acid, and machine noise. Extreme-risk hazards included failure to use personal protective equipment during the milling process and slippery bamboo footing during the drying process. The recommended risk controls included the provision of material handling equipment, installation of machine guarding, improvement of work areas, preparation of occupational safety and health standard operating procedures, safety training, supervision of personal protective equipment use, routine machine maintenance, and the use of gloves, masks, earplugs, and safety shoes.
