Abstract

This paper talks about the legalization of cannabis in the United States. Cannabis is a narcotic substance that is securitized because it is federally illegal in the United States. However, the legalization of cannabis was successfully carried out in most states of the United States. Meanwhile, the Federal State still ratifies the Single Convention on Narcotic Drugs of 1961 (1972 Protocol), the 1971 Convention on Psychotropic Substances, and the 1988 Convention on the Suppression of Illicit Trafficking in Narcotics and Psychotropic Substances. This research aims to analyze the problems and identify the main factors that cause the legalization of cannabis in the United States using a qualitative approach. The concepts used in analyzing the problems in this study are Liberalism and Utilitarianism. There are many factors that influence the legalization of cannabis in the United States. Shifting public attitudes, coupled with the potential economic benefits and focus on the health benefits that cannabis produces have contributed to the legalization of cannabis which shifts the illegal status on cannabis in the United States.
