Peran Dinas Koperasi Perindustrian dan Perdagangan (Diskoperindag) dalam Pemberdayaan Sentra Industri Batik di Kabupaten Bondowoso

Abstract

This study aims to describe the role of the Office of Cooperatives, Industry, and Trade (DISKOPERINDAG) in empowering the batik industry in Bondowoso Regency through three strategic roles: facilitator, regulator, and catalyst, and aligned with Bondowoso Industrial Development Plan 2022–2042. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observation, and documentation involving two DISKOPERINDAG officials and five batik industry actors in Tamanan District. Source triangulation was applied to ensure data validity. The findings reveal that DISKOPERINDAG has performed all three roles with varying effectiveness: as a facilitator through technical training, equipment assistance, business mentoring, and OSS-based licensing though programs remain unevenly distributed; as a regulator through legal frameworks, IPR protection, and product certification though field supervision and regulatory socialization are still weak; and as a catalyst through the Batik Festival cross-sector collaborations, and hotel promotion schemes though these efforts remain incidental and unsystematic. This study concludes that implementation has been fragmented and inequitable, creating a persistent capacity gap among batik artisans. Strengthening program equity, regulatory literacy, and structured digital marketing are identified as key priorities.
