Abstract

Regional economic growth is closely related to the ability of a region to develop its basic sectors and generate spillover effects to surrounding areas. The Teluk Madura Sub-Region, consisting of Surabaya City and Sidoarjo Regency, serves as one of the main economic growth centers in East Java. This study aims to identify basic economic sectors, analyze the magnitude of the base multiplier, examine regional economic growth characteristics, and evaluate agricultural sub-sector performance in the Teluk Madura Sub-Region relative to the Tapal Kuda Region during 2011–2021. The study employed secondary data from Gross Regional Domestic Product (GRDP) by industrial origin obtained from Statistics Indonesia. Analytical methods included Location Quotient (LQ), Base Multiplier, Shift Share, and Klassen Typology. The results show that the regional economy is dominated by tertiary sectors, with eleven sectors classified as basic sectors. The average base multiplier value of -0.80 indicates weak economic linkage and limited spillover effects. Shift Share analysis reveals positive regional growth components but negative proportional and differential shifts, indicating relatively low competitiveness. In the agricultural sector, fisheries and livestock are identified as basic sub-sectors, with fisheries emerging as the leading sub-sector. These findings indicate that although the Teluk Madura Sub-Region functions as a regional growth center, the spread effect toward the Tapal Kuda Region remains limited and is still dominated by backwash effects.
