Abstract

The Pesisir Village fishing settlement grew organically. The majority of the community earns a living as fishermen. Pesisir Village, Besuki District, is designated as a strategic economic area for the development of fisheries processing areas. As such an area, the availability of infrastructure and environmental quality are important to support the productivity of the fisheries sector. However, in reality, there are environmental and infrastructure problems that trigger a decline in the quality of the residential environment. The purpose of this study was to determine the characteristics of the fishing settlements area, factors influencing the quality of the fishing settlement, and formulate directions for improving the quality of the fishing settlement with the concept of livable settlement. This study combines quantitative analysis through descriptive statistics and qualitative analysis through Delphi analysis and triangulation. Data collection was carried out through field observations, distribution of questionnaires to the community and experts, and literature studies. The results showed that there were 4 indicators with a low category, 10 indicators with a medium category, and 7 indicators with a high category, as well as a total of 21 indicators influencing the quality of the fishing settlement. The main directions for improving the quality of fishing settlements include enforcing regulations prohibiting waste disposal on beaches, providing fire hydrants, implementing a minimum of 10% private green open space, and empowering fishing communities.
