Peran Pendamping dalam Mengatasi Ketergantungan Keluarga Penerima Manfaat (KPM) pada Bantuan Sosial Program Keluarga Harapan (PKH)

Abstract

Dependence on social assistance remains a common phenomenon in the implementation of the Family Hope Program (PKH). Some Beneficiary Families (KPM) view social assistance as a reliable source of income, making them reluctant to relinquish their membership even though economic conditions are improving. This phenomenon was found in four PKH beneficiary families in Sukorejo Village, Sukorejo District, Ponorogo Regency. They initially refused to graduate, but eventually agreed to leave their membership after undergoing a mentoring process. This study aims to describe the role of mentors in overcoming KPM dependence on PKH social assistance in Sukorejo Village. The study used a qualitative approach with a case study type. Data were collected through passive participant observation, semi-structured interviews, and documentation involving PKH facilitators, PKH beneficiaries, and village officials. Data analysis was conducted using the Mils & Huberman (2014) model, which includes data condensation, data presentation, and conclusion drawing. The results show that KPM dependence is influenced by the mindset that social assistance is a reliable source of income, unstable economic conditions, low education, and seasonal work. To address these conditions, facilitators play a role in counseling, education, facilitation, motivation, and monitoring. This role encourages a shift in the mindset of beneficiaries (KPM) from dependence on assistance to independence, resulting in beneficiaries who previously refused to graduate from PKH (Family Hope Program) membership. Therefore, facilitators are not only program implementers but also agents of social change, promoting beneficiary empowerment.
