Abstract
Ambulance services are a critical component of hospital emergency care systems,
playing an essential role in the initial management of critically ill patients.
However, the current utilization of ambulance services remains low, and several
processes such as data recording, coordination among staff, and fleet monitoring
are still performed manually, leading to inefficiencies in patient handling.
Therefore, an information system is needed to support the digitalization of
ambulance service workflows. This study aims to determine the priority of system
requirements for a hospital ambulance service information system, considering the
varying needs of each stakeholder involved. The prioritization process employs the
Fuzzy MoSCoW method, which combines the MoSCoW categorization with fuzzy
logic to produce more objective and measurable assessments. The results show that
31 functional requirements and 5 non – functional requirements were identified,
with priority classifications consisting of 8 Must Have, 15 Should Have, and 8
Could Have requirements. These findings are expected to serve as a foundation for
developing an ambulance service information system that enhances coordination
among staff and provides faster, and more optimal care for emergency patients.
