Strategi Pengembangan Industri Tape Singkong Berbasis Klaster di Kabupaten Jember

Abstract

The cassava fermented tape industry is one of the leading food industries in Jember Regency, characterized by diverse business conditions. Differences in production capacity, investment, assets, product innovation, and distribution coverage result in varying development needs among industries. This study aimed to identify the dominant factors influencing cluster formation, classify cassava fermented tape industries based on similar characteristics, and determine priority strategies for industrial development in each cluster. The study involved 21 active cassava fermented tape industries in Jember Regency. The methods employed were Principal Component Analysis (PCA) to identify dominant factors, K-Means Clustering to classify industries, and the Analytical Hierarchy Process (AHP) to determine priority industrial development strategies. The PCA results identified two dominant factors: internal business factors consisting of production capacity, investment value, sales, number of workers, assets, and product innovation, and external factors consisting of distribution coverage and raw material availability. The K-Means Clustering results classified the industries into three clusters: Cluster 1 comprising 5 industries, Cluster 2 comprising 9 industries, and Cluster 3 comprising 7 industries. The AHP results indicated that the priority strategy for Cluster 1 was market access strengthening and distribution expansion (0.363), for Cluster 2 was production and marketing skills training (0.383), and for Cluster 3 was production process efficiency and control (0.415). The findings suggest that industrial development strategies should be tailored to the characteristics of each cluster to achieve more effective and targeted outcomes.
