Analisis Kinerja Supply Chain Management MRMP BULOG Jember dengan Metode Supply Chain Operations Reference

Abstract

This study aimed to analyze the structure and performance of the rice supply chain at the Modern Rice Milling Plant (MRMP) of BULOG Jember and to formulate improvements for underperforming indicators. The research was conducted from January to April 2026 using a descriptive quantitative approach. Data were collected through observation, interviews, pairwise comparison questionnaires, and company performance records. Supply chain activities were mapped using the Supply Chain Operations Reference (SCOR) Version 14 up to Performance Level 2. Key Performance Indicator (KPI) weights were determined using the Analytical Hierarchy Process (AHP) in Expert Choice 11, while KPI achievements were normalized using the Snorm De Boer method. Twenty-one KPIs were identified across reliability, responsiveness, agility, cost, asset management, and environmental attributes. The total supply chain performance score was 95.23, classified as excellent. The highest-weighted KPI was complete product delivery to customers, with a weight of 0.264. However, order distribution time scored 33.33 and was classified as poor, while distribution flexibility scored 50.00 and was classified as marginal. These weaknesses were associated with dependence on outsourced transportation fleets. Recommended actions include stronger coordination with fleet providers, structured distribution scheduling, route optimization, diversification of transport providers, and periodic evaluation of fleet requirements.
