Dampak Aglomerasi pada Masyarakat Pemukiman Gladak Kembar dalam Menghadapi Risiko Sosial di Kabupaten Jember

Abstract

This study aims to analyze the impact of agglomeration on the formation of social risks and the adaptation strategies undertaken by the community in the densely populated Gladak Kembar settlement, Jember Regency. As a center of education and economy, Sumbersari District is experiencing rapid agglomeration that triggers population density and land limitations, forcing lower-income groups to occupy disaster-prone riverbank areas. This study uses a qualitative method with a phenomenological approach. Data collection was conducted through passive participant observation, semi-structured interviews, and documentation of purposively selected informants. The analytical tool used is Ulrich Beck's Risk Society theory. The results show that the risks faced by the community (flooding, housing vulnerability, and social stigma) are "man-made risks" due to uneven urban development. The distribution of risks is proven to be unequal, with marginalized groups bearing the greatest ecological and social burden of the agglomeration process. Strategies implemented by the community include self-help strengthening of house foundations, mutual cooperation solidarity, and dependence on government assistance, which is still reactive. This study concludes that more equitable structural policies in urban governance are needed to mitigate risks to communities in densely populated areas.
